James Anderson
Founder & Licensed Customs Broker
Background & Expertise
James Anderson is a licensed US Customs Broker with over 12 years of experience in international trade compliance and customs law. He founded Williamsburg Customs Brokerage in 2019 to provide transparent, client-focused brokerage services to small and mid-market importers.
James holds a Juris Doctor (J.D.) degree from George Washington University Law School, where he concentrated in international trade law and customs regulation. During law school, he interned with the Office of the U.S. Trade Representative and completed a semester abroad studying WTO agreements and tariff policy.
After graduating, James worked as a trade compliance attorney at a multinational logistics firm, advising clients on ISF filings, HTS classification, AD/CVD cases, and customs audits. He obtained his U.S. Customs Broker license in 2013, passing the notoriously difficult CBP exam on his first attempt (pass rate: ~15%).
From 2013 to 2019, James held senior positions at two established customs brokerage firms in New York and Los Angeles, where he managed high-volume accounts for apparel importers, electronics distributors, and e-commerce 3PLs. He specialized in Section 321 de minimis entries and ISF compliance—expertise that became critical when CBP implemented stricter data requirements in 2025.
James founded Williamsburg Customs to address a gap in the market: many brokers either couldn't handle the complexity of modern compliance requirements, or charged excessive fees for routine services. Williamsburg Customs combines legal expertise with technology-enabled workflows to deliver fast, accurate, and affordable customs clearance.

Why We Started Williamsburg Customs
The Problem
Many importers—especially e-commerce sellers and parcel consolidators—were caught off guard by CBP's 2025 data transmission requirements for Section 321 entries. Legacy brokers either couldn't adapt, or used the regulatory change as an excuse to raise prices.
Our Solution
Williamsburg Customs was built from the ground up to handle high-volume, data-intensive filings. We use modern systems, clear pricing, and proactive compliance guidance—so our clients never get blindsided by regulatory changes or surprise fees.
What We Do
ISF 10+2 Filing
Compliant Importer Security Filings for all ocean shipments, filed within CBP's 24-hour window.
Section 321 Entries
Type 86 entries with full data transmission for low-value shipments, navigating evolving de minimis regulations.
Formal Entries
Type 01/03/11 entries for dutiable cargo, with accurate HTS classification and PGA coordination.
